Defendant's denied motion to reduce a jury verdict under the Oregon Tort Claims Act is reversed, as an award under Oregon's Whistleblower Law is limited to $200,000. District Court had jurisdiction in the underlying action pursuant to 28 U.S.C. section 1331 based on plaintiff's First Amendment claim under 42 U.S.C. section 1983.
