BRAMWELL v. US BUREAU OF PRISONS, 02-55516

Dismissal of plaintiff's claim for lack of subject matter jurisdiction is affirmed where the seizure and inadvertent destruction of an inmate's property did not give rise to a cause of action against the defendants because the seizure was a "detention" of goods by federal law enforcement officers under the exception to the Federal Tort Claims Act liability.
