Petition for review the Department of Labor Administrative Review Board's approval of the settlement of a whistleblower retaliation complaint, pursuant to the Clean Air Act and CERCLA, is denied. When an agency issues a decision that has two or more distinct bases of authority providing separate paths of judicial review, the appellate court has jurisdiction to review the entire proceeding.
