A police officer was not entitled to qualified immunity in a 42 U.S.C. section 1983 action challenging a traffic stop, as no reasonable suspicion existed to justify detention, but the officer was entitled to immunity as to plaintiff's arrest because it was necessary to verify an outstanding warrant.
