United States Ninth Circuit

CLEAR CHANNEL OUTDOOR INC. v. CITY OF LOS ANGELES, 02-56947

A preliminary injunction, enjoining the city from implementing ordinances that provide for the inspection of off-site billboards and the assessment of a fee to cover the cost of that inspection, is vacated where it is unlikely that the advertising companies will prevail on their First Amendment claims.
