GRAVES v. CITY OF COEUR D'ALENE, 02-35119

A police officer did not have probable cause to search a backpack, but the officer was nevertheless entitled to immunity in a 42 U.S.C. section 1983 claim where a reasonable officer would not necessarily understand that he lacked probable cause to search for explosives near a parade.
