FOREST GUARDIANS v. US FOREST SERV., 01-15066

A phased-in reduction scheme included in ten-year cattle grazing permits is a proper limit on the number of livestock a permitee can graze on his allotment, and did not violate a Forest Plan. Allocating available forage to livestock and monitoring use of land was consistent with the Plan.
