CANATELLA v. STATE OF CALIFORNIA, 00-16782

Attorney's suit against the California State Bar and others, challenging bar statutes and rules of conduct, were improperly dismissed under the Rooker-Feldman doctrine, and the mere self reporting of a sanction to a State Bar does not give rise to an ongoing judicial proceeding to warrant abstention under Younger, 401 U.S. 37 (1971). (Amended opinion)
