When illegal conduct constitutes more than one offense, the USSG punishes that conduct with the most serious penalty available, thus where a drug possession offense was simultaneously a USSG Grade B violation under Washington law, and a Grade C violation under federal law, imposition of an 18-month sentence was proper.
