SORRELS v. MCKEE, 01-35222

Where prison officials continued to enforce a policy, prohibiting inmates from receiving books and magazines that they did not pay for, while the direct issue was pending on appeal in another case, qualified immunity was proper because the law with respect to the policy was not "clearly established."
