United States Ninth Circuit

Appellants are entitled to a discretionary grant of asylum from the Attorney General, where they demonstrated past persecution on account of political opinion, sufficient to raise a presumption of future persecution which was not rebutted by the INS; withholding of deportation is also appropriate.
