Defendant's failure to assess a Universal Connectivity Charge on some of its long-distance customers for several months while assessing it on others, did not amount to unlawful price discrimination under 47 U.S.C. section 202(a) where price discrepancy was not unreasonable, and neutral reasons for the delay existed.
