Summary judgment for defendants was proper in a 42 U.S.C. section 1983 claim by a police sergeant that investigation, discipline, demotion and transfer by county was in retaliation for his association with a motorcycyle club, where appellant failed to show that his association with the club was a "substantial motivating factor" in the adverse action.
