RODRIGUEZ-LARIZ v. IMMIGRATION AND NATURALIZATION SERV., 01-70006

The defective representation, failure to timely file applications for suspension of deportation, that plaintiffs received equitably tolled the numerical limit on motions to reopen and constituted ineffective assistance of counsel, which required a new hearing on the issue of suspension of deportation.
