Where a union and general contractor each received opposing arbitration awards from two different arbitrators, the Local Committee (LC) and the Permanent Arbitrator (PA) respectively, the PA's award was confirmed and the LC's vacated because the text, structure and context of the umbrella labor agreement assigned the threshold determination of whether a dispute is jurisdictional to the PA.
