PAPA v. US, 00-55051
Because the nature of the violations suffered by those the Alien Tort Claims Act (ATCA) was designed to protect will tend to preclude filings in the US courts within a short time, the adoption of the California statute of limitations is rejected in favor of the 10-year statute of limitations provided by the Torture Victim Protection Act.
