TURNER v. CALDERON, 99-99019

In a habeas appeal, because district court failed to grant a hearing to review capital defendant's past mitigating evidence, which could have altered the result of the penalty phase, the denial of such a hearing was reversed, although the conviction was affirmed in all other respects.
