Under the Hyde Act, Government's discredited argument that immunity from antitrust liability under Section 7(a)(4) of the Shipping Act of 1984, 46 USC 1706(a)(4) applies only to ocean shippers was not made in bad faith to merit attorney's fees for the shipper.
