CHAPMAN v. APFEL, 99-35614

Under 42 U.S.C. S 405(c)(4)(C), and regulation, 20 C.F.R. S 404.803(c)(3), the Commissioner of Social Security's earnings records are conclusive evidence of whether individual received sufficient income to qualify for Social Security disability benefits.
