Vossen v. Astrue, 09-1985

In an action challenging an administrative law judge's (ALJ) determination that plaintiff was ineligible for social security disability benefits, summary judgment for defendant is reversed where the opinions of non-treating practitioners who attempted to evaluate the claimant without examination did not normally constitute substantial evidence on the record as a whole.
