US v. Harris, 08-2774
Conviction and sentence for conspiracy to distribute cocaine is affirmed where limitations in the applicable sentencing guidelines policy statement on a district court's authority to reduce a sentence are constitutional and enforceable. The district court thus did not err in concluding it did not have the authority to reduce defendant's sentence below the amended guideline range.
