Nichols v. Symmes, 08-1330

Denial of a petition for habeas corpus is affirmed where: 1) petitioner cannot meet the stringent requirements needed to file a successive section 2255 petition; and 2) a petitioner cannot raise in a section 2241 petition an issue which could or was actually raised in the section 2255 motion.
