Raymond v. Weber, 08-1774

Denial of a petition for habeas corpus is affirmed where: 1) petitioner's counsel's failure to challenge petitioner's competency did not amount to a constructive denial of counsel; and 2) petitioner did not allege prejudice sufficient to prevail on an ineffective assistance of counsel claim.
