In suits brought under 42 U.S.C. section 1983 alleging violations of the Takings and Due Process Clauses of the U.S. Constitution and a state constitution Takings Clause, grant of defendants' motions to dismiss is affirmed where plaintiffs failed to present their demands for compensation to the Arkansas State Claims Commission, and thus their 1983 claims were not ripe for adjudication in federal court.
