In an inmate's suit alleging violations of his rights under the First and Fourteenth Amendments, the Religious Land Use and Institutionalized Persons Act (RLUIPA), and Arkansas' constitution and laws, a partial judgment and award of $1500 to plaintiff is affirmed where: 1) the security justifications for defendant's grooming policy were adequate and the policy did not violate RLUIPA; and 2) there was no abuse of discretion as to the amount of the award for violating plaintiff's rights by failing to provide him kosher meals.
