Hughes v. Stottlemyre, 06-4203

In a 42 U.S.C. section 1983 action brought by a former sergeant with the Missouri State Highway Patrol (MSHP) who was demoted and transferred, alleging defendants violated his First Amendment free speech rights by retaliating against him for opposing proposed changes in MSHP policy, summary judgment for defendants is affirmed where defendants established that the adverse employment actions were taken for legitimate, non-discriminatory grounds and plaintiff failed to show the actions were motivated by intentional discrimination.
