United States Eighth Circuit

In a civil rights action claiming that defendants-officers used excessive force to subdue him and secure his arrest and that the city provided inadequate training, summary judgment for defendants is affirmed over claims that: 1) his injuries and a video recording created genuine issues of material fact that the district court erroneously disregarded; and 2) facts in dispute could support a finding that deficiencies existed in the city's training and policies.
