Makatengkeng v. Gonzales, 06-1630

Petition for review of a denial of an application for asylum, withholding of removal, and relief under the Convention Against Torture is denied where petitioner had not demonstrated past persecution or a well-founded fear of persecution, and the BIA did not abuse its discretion in denying petitioner's motion to reopen since petitioner's new evidence was not material to his claims.
