Shockency v. Ramsey County, 06-3094

In police officers' section 1983 action brought against defendants alleging violations of their constitutional rights by retaliatory employment actions after plaintiff ran against defendant-sheriff in an election and other plaintiff supported plaintiff-candidate, denial of summary judgment for defendants is affirmed in part as to defendant-sheriff, but reversed in part as to one defendant as the law was not clearly established that the actions he took toward plaintiff had employment consequences serious enough to amount to adverse employment actions.
