Williams v. City of Carl Junction, 06-2130
In a 42 U.S.C. section 1983 action against a city and officials alleging that individual defendants violated his First Amendment rights by issuing him citations for municipal-ordinance violations in retaliation for his vocal opposition to the city's policies and administration, summary judgment for defendants is affirmed where plaintiff failed to show that defendant-officers who issued the citations at issue lacked probable cause to do so.
