In an action brought an individual's heirs seeking to enforce rights as heirs under certain Indian Land Certificates, denial of heirs' claim is affirmed where agency did not abuse its discretion in denying a request to reopen a decision as the request was untimely and was made by petitioners who were not parties to an underlying action.
