In a case alleging that defendant-superintendent of schools infringed teacher's procedural due process rights by denying him a name-clearing hearing after he was stigmatized by defamatory statements made by other school officials, dismissal of the complaint is affirmed where it failed to allege the elements of a "stigma plus" claim as plaintiff failed to allege an alteration or extinguishment of a right or legal status.
