Davies v. Johanns, 06-1403
In a dispute over the manner in which the Farm Service Agency (FSA) assessed the amount that plaintiffs' property had appreciated for purposes of recapture pursuant to a debt restructuring agreement, a ruling against the agency is reversed where two sets of appraisals were comparable despite potential differences between the regulations in effect when they were conducted.
