Hartman v. Workman, 06-1519

In an action against a county alleging general violations of procedural due process and a conspiracy to deprive plaintiff of property without procedural due process, judgment for the county is affirmed where a substantive due process argument was improperly raised, and plaintiff failed to establish a deprivation of a property right sufficient to state a due process claim.
