McGee v. Pub. Water Supply, 06-1368
In a 42 U.S.C. section 1983 action claiming unconstitutional retaliation arising from plaintiff's termination as District Manager for a county water supply district, summary judgment for defendants is affirmed where plaintiff's claim failed as "the First Amendment does not prohibit managerial discipline based on [a public] employee's expressions made pursuant to [his] official responsibilities."
