Connect Communications Corp. v. Southwest Bell Tel., L.P., 05-3698
In a case involving telephone calls from one telephone company's customers to the individual customer's ISP where the ISP was a telephone customer of a different telephone company-appellant, a determination that those ISP-bound calls were not local calls under an interconnection agreement is affirmed as the determination was neither arbitrary nor capricious.
