Summary judgment for defendants in a 42 U.S.C. section 1983 action alleging Eighth Amendment and due process violations based on incidents alleged to have occurred when plaintiff was a pretrial detainee is reversed in part as to claims for damages where there was sufficient evidence to create a genuine issue of material fact as to whether restrictions and disciplinary measures imposed on plaintiff as a pre-trial detainee were a violation of his civil rights.
