Harris v. Hays, 05-2799

Summary judgment for defendants, city officials, on plaintiff's claims of racial discrimination and deprivation of a property right under 42 U.S.C. sections 1981 and 1983 is affirmed where plaintiff could not establish a prima facie case for his section 1981 claim, and his section 1983 claim failed as there was no evidence that he would have had a property interest in the extended portion of a contract.
