In a case involving school desegregation, denial of a school district's request for unitary status is affirmed where, although a district court may have come close to crossing the line between proper judicial enforcement of an agreed-upon undertaking and the imposition of requirements that find no warrant in that undertaking, it did not clearly err in finding that the district had failed to demonstrate substantial compliance with its contractual obligations.
