Summary judgment in favor of the Secretary of the Department of Health and Human Services in an action brought by a state social services agency for reimbursement the Social Security Act for services performed by state juvenile officers is affirmed where a decision that the officers' actions were not reimbursable was not arbitrary or capricious and was supported by substantial evidence on the record.
