Summary judgment in favor of class plaintiffs requiring a state agency to provide temporary medical assistance (TMA) benefits to the class members is affirmed where, under the plain meaning of the statute at issue, plaintiffs were persons that Congress intended to be treated as having received benefits under a federally funded public-assistance program, and they were entitled to TMA benefits.
