Wilson v. Northcutt, 05-1231
Denial of defendants' motions for summary judgment based on qualified immunity in a 42 U.S.C. section 1983 action against a municipality and city officials is reversed in part as to claims against specific defendants regarding their decision to construct a drainage ditch, their alleged failure to correct and maintain the ditch, and that a towing of a mobile restaurant was in retaliation for complaints.
