Clason v. Johanns, 05-1547

An agency's decision that an individual owed the federal government certain funds plus interest for the unpaid balance of a marketing assistance loan is affirmed where the agency's interpretation of regulations and forms concerning delivery of commodities was reasonable and entitled to deference, and the government was not equitably estopped from requiring physical delivery under the circumstances.
