Phillips v. Jasper, 04-2524

Summary judgment for defendants, jail employees, in a prisoner civil rights case is reversed where a genuine issue of material fact exists as to a claim defendants violated plaintiff's Eighth and Fourteenth Amendment rights by failing to administer his anti-seizure medicine properly and by assigning him to a top bunk despite his known seizure disorder.
