Louis v. Dep't of Corr. Servs. of Nebraska, 05-1211

District court ruling that defendant's, a department of corrections, urine-drug testing methods did not violate plaintiffs' due process rights is affirmed since defendants' policy that inmates cannot call drug testing technicians at disciplinary proceedings was justified by penological concerns and the reports themselves had substantial indicia of reliability.
