Qwest Corp. v. Koppendrayer, 04-3677

Orders of a state public utilities commission which set and applied retroactively the rates that telecommunication companies must pay when leasing plaintiff's network infrastructure are affirmed where the commission did not violate the rule against retroactive ratemaking, and was not arbitrary or capricious in setting the rates at issue.
