United States Eighth Circuit

Dismissal of plaintiffs' 42 U.S.C. section 1983 civil rights action against a municipality and its officials is affirmed where plaintiffs failed to state a claim for which relief can be granted in their claims that a special assessment violated their equal protection and due process rights, and constituted an unconstitutional taking.
