District defendant's regulation that, unless otherwise authorized, solid waste must be disposed at either in-district or out-of-state landfills does not violate the Commerce Clause or the anti-monopoly provision of the Arkansas Constitution, and does not tortiously interfere with plaintiff's business relationships.
