Szabla v. City of Brooklyn Park, 04-2538

Summary judgment for defendants in a suit by a homeless plaintiff over a police dog attack is reversed as to his civil rights claim under 42 U.S.C. section 1983 against a municipal defendant, where its policy possibly authorized use of dogs to apprehend and bite without prior verbal warning.
