Denial of asylum was not supported by substantial evidence where 1) there were no findings on the credibility of plaintiff's testimony, 2) the impact of his sister's murder on his claim of asylum was not taken into consideration, and 3) the BIA failed to consider whether the treatment of apostates in Afghanistan has changed with the transition in the country's government.
